Education Looked After Children

Who are the ELAC team? The team consists of:

Caroline Kendrick, Manager
Mel Dadd, Education Welfare Officer
Karen Simmonds, Teaching Assistant (0.5 fte)
Jayne Bogan, Connexions (2 days per week)
Tracy King

The ELAC team aims...

  1. to improve outcomes for LAC by ensuring that they are not disadvantaged by the educational system
  2. to prevent exclusion
  3. to raise the educational achievements of LAC

Key principles of our work

  1. To ensure that all Looked After Children and young people are receiving appropriate education.
  2. To support the Local Authority to act as a good parent and to support all agencies in working together.
  3. To ensure that education is seen as a priority in the planning for all Looked After Children.

Where do we work?

We work across all key stages, in Mainstream Schools, Pupil Referral Units, Children's Homes and Foster Homes that have a Looked After Children needing extra support. As part of Children's Services we adopt a multi-agency approach, working closely with Social Workers, Foster parents, Designated Teachers, Connexions, the Education Psychology Service and other relevant agencies. What can we offer?

  1. Advocacy, support and advice on educational issues relating to Looked After Children.
  2. Maintenance of the education database, including information on attendance and attainment.
  3. Training and dissemination of information about the educational needs of Looked After Children.
  4. Monitoring the effectiveness of Personal Education Plans (PEPS).
  5. Advocacy support for exclusions, admissions, appeals and child care reviews.
  6. Additional education packages to support individual need.
  7. Monitoring the academic progress of all Looked After Children.

The ELAC team also has a wider remit to monitor the educational attainment of all LAC in education, to monitor transition to Further or Higher Education and to support schools to undertake their responsibility to raise the attainment of Looked after Children. A Key principle is that unless key professionals work together, children and young people will not be able to fulfil their potential.
