Asset Management
All LAs must produce an Asset Management Plan in accordance with DfE guidance which consists of three main components:
- Condition - which looks at the state of repair of the school stock
- Suitability - whether school facilities are suitable to teach the curriculum
- Sufficiency - whether there are enough/too many school places
Within the Asset Management function we also manage the Education Service Capital programme including the allocation and monitoring of DfE Devolved Capital funds to schools.
The Service also offers advice and support to schools on any property issues they may have.
Capital Strategy and Asset Management Plan
Ensuring our buildings are fit for purpose is essential to the successful delivery of education and other services to Middlesbrough's children and young people. To do this, we need to have a strategic approach to using the resources we have available for building maintenance and improvements, including a fair and transparent way of sharing these out. The authority and the Schools Management Forum have consulted on a Capital Strategy and Asset Management Plan for the period 2011 - 2015 to ensure that the capital programme helps to support the priorities of the Children & Young People's Trust, which includes all our schools and services.
This plan has been written without detailed information on the government's plans for school capital funding, as they have not yet published a response to the James Review report. However, the plan sets out the high level principles, which we hope will stand us in good stead for the future and can be applied regardless of the funding system in operation. The plan sets out how we will determine priority projects for whatever level of resources is provided during this period.
We hope that schools and service managers will use the attached documents as context and guidance for their own planning when maintenance issues and improvement plans are being considered. It includes a list of stakeholders' responsibilities which we hope you will find useful. The Asset Management team will be happy to provide support and guidance.
